US commander in Afghanistan says steps for withdrawal have begun

The commander of foreign military forces in Afghanistan, US Army General Scott Miller, says says “local action” has begun as part of the final withdrawal of US and NATO troops. Miller said foreign military bases would be gradually handed over to Afghan forces.
