Here’s the trick. Look for an unusual amount of dead birds and if you are a good enough tracker, the dead birds will lead you to the source of either the microwave or even low frequency wave that is producing the problem. ( I hope they are considering LF) Sometimes LF systems are used for data transmission.
Low frequency electromagnetic radiation diffracts over a much larger angle. “LF” designates EM waves whose lengths range from 1-10 km. I think if the attacker transmits an LF signal toward the target, they will necessarily blanket an exceedingly large space, and the effects could not be limited in space as they have been described in reports. Further, LF is quite difficult to transmit efficiently with a small antenna, due to the relationship between the resonant frequency of antennae and its efficiency in conversion of electrostatic current to electromagnetic radiation. Unless the attacker has discovered new physics allowing them to bypass the diffraction limit in the far field, which would be a discovery worth hundreds of billions of dollars allowing for new inventions in everything from biology and medicine to photolithography (think CPUs and GPUs) and either a way to hide a huge antenna or a way to transmit a powerful enough signal from a small antenna to accomplish their task, I don’t believe it can be LF.

Medical researchers have hypothesized for at least 50 years that microwaves may have non-thermal, non-ionizing interactions with biologically significant molecules including ion channels and cell membrane transport proteins which are both also discussed in the NAP report. Although your definition of “thermal” might include these effects, but maybe a better term would be microwave catalysis.

I have read some docs from back in the 1960s and 1970s that suggested the opposite might have been true, at least in practice in military radar facilities. A cheap handheld spectrum analyzer would instantly tell the frequency, strength and direction of the microwave energy. This would have been detected long ago. I would instead suspect mold infestations out of sight behind the walls, ceiling, or floor. This affects people differently. Some have no effect, others are floored. I am one of the ones with a severe reaction, and I have been fighting mold problems for two decades. An inexpensive particle counter is of no use. It cannot tell the difference between ordinary lint and mold spores. Supposed mold remediation experts are often incompetent. You need to collect samples on a petri dish and send them to a qualified lab for analysis.

Sadly, I don’t believe you can, and the main reasons are the small market size and the extremely tight manufacturing tolerances required to fabricate these devices. Old second hand equipment to get the bottom few hundred GHz only costs thousands of dollars, but new equipment covering a similar band is hundreds of thousands of dollars. What if the frequency is even higher? At the high end of microwaves and beginning of t-waves, we are only recently beginning to really be able to work with these, and there are only a few boutique engineering shops and universities that make them.
Another issue is instrument placement. At only 60GHz the wavelength is around a centimeter, and beyond that EM waves become more and more “optical” traveling in rather straight lines, not at all like the large net cast by common radio/tv broadcasts, cellphones, and even wifi. So what can you do? Cover everyone in antennae? Cover your building in antennae?
Another challenge is actually catching the signal: if you know exactly what you’re looking for, a spectrum analyzer is a great tool. But if you need to instrument a very wide bandwidth, like hundreds of GHz, short pulses may go unnoticed. If the attacker can pick up the LO frequency from your instrument, they can even time their attacks to simply avoid detection.
Four or five years ago I thought the same thing you did, but after a lot of research, I realize there are actually tons of challenges and high costs involved.
