One woman is dead and 10 others are injured after a stolen car involved in a police chase crashed into two other vehicles in Woodland, California. Police said the person behind the wheel of the stolen car was a 13-year-old boy. KCRA’s Lee Anne Denyer reports.

There are vehicle regulations which prevent incidents like this from happening frequently. Now if everyone could easily buy a vehicle due to lack of vehicle regulation and licensing laws, then we would see more vehicular manslaughter of this nature. Having sensible regulation for dangerous equipment is common sense. The 13 year old only had access to the car keys due to negligence of the car owner.

Charges should be 1 count criminally negligent homicide, 10 counts attempted vehicular homicide, 10 counts reckless endangerment, 1 count reckless endangerment and 1 count aggravated vehicular assault on a person 6 years or younger. All told over 10 felonies which all carry at least 10 years in jail. Should be kept in a juvenile detention facility till he’s 18 before being released into the California State Prison System to serve out the remainder of his 25 year prison sentence.
