They’ve had functioning schools and hospitals, and there’s a separate administration/governing branch of Hamas that has done the civil duties amid a full embargo. Hamas’s military branch is what countries list as a terrorist organisation but there’s more to it.

Israel obviously wants everyone to leave the region and flee to Sinai where they’ll be forced to remain for possibly years and few will have homes to go back to.
