Good question, It is because Hamas’s biggest enemy is the idf. The Hamas want to spend most of their 100s of millions of dollars on military and spend less of that money on citizens because they don’t want to become weaker than the idf. So they could attack Israel and defend Palestine. The main purpose of the conflict between Palestine and Israel is to have more land than the other country. Just because the Hamas is using spending more money on the military it does not mean that they are using people as human shields. It is because other countries in the world such as North Korea spend more than 33 percent of their economy on military because they want to protect their citizens from war. The same way Hamas uses most of its 100s of millions of dollars to protect its citizens from war and invade Israel. But the problem is that the idf has killed so many Hamas soldiers. So the Hamas can’t do anything when they are getting killed by the idf to help the people who are living in Gaza. Hope this information helped.
