I know exactly what is causing the fish in Florida to act out of character like that. It was a problem first noted here in California. The problem originated from an invasive black trigger fish. The invasive species of trigger fish overpopulated the water due to its rapid reproduction rate. The over population caused the trigger fish to find their living conditions next to impossible to survive. As a species they have struggled to keep their heads below water. This forced a large population of trigger fish to sell fentanyl as a means to survive.
