Refugees and aid groups say the fighting in Darfur is less about the battle between the Sudanese armed forces and the Rapid Support Forces than it is an existential war between communities in the region. Masalit leaders report that militias are targeting their tribe, in particular, and some refugees are describing the persecution in el-Geneina, the capital of West Darfur, as a genocide. Sudan’s warring parties have met for direct talks in Saudi Arabia as mediators pressed for an end to a conflict that has killed hundreds and sent tens of thousands fleeing.
