Secretary-General Antonio Guterres has invoked what is widely considered to be the most powerful diplomatic tool at his disposal. In a letter to the UN Security Council, Guterres invoked Article 99 of the UN Charter, which states that “the Secretary-General may bring to the attention of the Security Council any matter which in his opinion may threaten the maintenance of international peace and security”. Gaza’s interior ministry reports the Jabalia refugee camp has been “completely destroyed” by Israeli bombardment. Israel’s military has targeted Gaza’s largest refugee camp – with devastating consequences. At least 100 people have been killed and hundreds more badly wounded – in the Jabalia camp. 19 family members of Al Jazeera broadcast engineer Muhammad Abu Al-Qumusan were killed in that strike.
