Victor Gao’s comments are meaningless rhetoric, falsely characterizing the whole US-China conflict a matter of “honor” (or “face” in Chinese).
Had it been just about “face,” then of course China will unlikely “kneel down” to anyone, because the Chinese culture places national pride above almost everything else, which itself is a form of irrationalism, but that’s a different subject.
At the very root of all this is the question of “market economy vs. nationalism economy”, not Trump’s narrative of “US vs. China”.
Americans have to ask themselves this question: to what extent does America want to support a determined nationalism economy by doing business with it? It is both a pragmatic question and a moral question.
I chose the phrase “nationalism economy” instead of “mercantilism” because they are different, the latter being just one aspect of the former. Mercantilism is a national economic policy that is designed to maximize the exports, and minimize the imports, of a nation, whereas “nationalism economy” weaponizes its economy to defeat other nations. By “weaponize”, I do not suggest “violent aggression”, which is another subject, but just mean a type of collective strategies that disregard normal/open economic rights or interests of individuals in order to maximize national competitiveness against others.
In a famous Chinese game theory, two parties fight each other. Each side has three fighters, “Strong”, “Medium” and “Weak”. So one side decided to match its “Strong” against the other side’s “Medium”, its “Medium” against “Weak”, and its “Weak” against “Strong”, to achieve a “2:1” winning score. That’s smart strategy, you’d say. But now imagine if one side always grouped its three fighters against one of the other side’s fighters, one at a time. That would be cheating, you’d say, and to avoid this, you would require all three matches to be conducted at the same time. Well then, one side still groups its three fighters to first defeat the “Strong” of the other side, while the other side’s “Medium” and “Weak” initially enjoyed a no-show of the components, only to find three fighters show up a bit later after they’ve finished off the “Strong.” And then “Medium”, and “Weak.”
That is the essence of the game rules of “nationalism economy”.
The global economy of course is much more complicated than that, but it does matter a lot what rules are used and if parties actually abide with the rules.
So far, China didn’t do it according to the rules of “market economy”. They’ve mostly followed rules of “nationalism economy”.
And that’s how Huawei became Huawei today. People who claim Huawei got all its strength by stealing US technology are actually missing the big picture. Huawei is a strategic product of China’s nationalism economy.
The trouble is that not only Americans but also Chinese themselves fail to realize that China has developed a “nationalism economy” and is ever more determined to further this system. For the Americans, the failure to realize such is due to it’s being hard to imagine (much less to believe) that the other side could be doing such a thing. For Chinese, it is hard to understand what would be wrong for doing a nationalism economy, and equally hard to believe that others are not doing just the same.
Some say, stop complaining, just do whatever that might give you a win. Well, if the world thinks that’s the inevitable outcome of the games, then that’s the end of this whole debate.
But we debate only because somehow we believe the world is not amoral, and regardless of the prevailing “political correctness”, people intuitively know some systems are better (and fairer, should I say) for humanity as it was intended.
The best way for China to silent the US whining is to adopt market economy rules and compete the hell out of America.

It has always been about American and European companies having a level playing field in China. How about Chinese companies in the West?
Even without any intervention, Chinese companies already have to fight an uphill war, with being the late comers, IP blocks, lack of technologies, technological embargos against all Chinese, wide spread racial and ideological prejudices.
Nowadays, the West is making up security issues out of thin air, and is actively blocking all Chinese investments.
One only has to travel to China with open eyes, and he/she will see how generous and open China has been, notwithstanding her circumstnaces. The Chinese market is saturated with West capital.
But as soon as a Chinese brand is gaining momentum in the West, “Yellow perils” they cry!
Granted China has benefited from West investment, while West has made extraordinary profits in China. But trade and commerce are a 2 way street. One cannot legitimately shut the door and change the rules as soon as the other become competitive, while having enjoyed the open relationship for a long time.
The rest of the world has waken up from the slumber. The West must step down voluntarily from the elated chair, or else it may be violently dragged down.
