There is a chance that any significant load could bring the whole thing down. At least at the area of damage. Which would cause even more damage.

An agent of the GUR, known as ‘Ivan Ivanovich,’ controlled the progress of the shipment. He used an anonymous ‘virtual’ phone number for communication as well as a second regular mobile number, linked to a Ukrainian citizen.
