Ukraine can defeat Russia if coalition increases defend spending, says Estonian official

Estonian permanent secretary Kusti Salm says that Ukraine would win the war with Russia if all the countries in the Ramstein coalition allocated 0.25% of their GDP to defense every year — a percentage that he describes as sounding “fairly reasonable and affordable.”
