Which is crucial because bullet train is a completely different challenge than even vande bharat trains. The smallest of things like vibrations and movement of the tracks, inclination, declination, curve, air pressure is strictly controlled. The tracks are specially constructed. India does not yet know how to do this but learning from Japan which has perfected this, it will make it’s own in house bullet trains in the future.
Japanese bullet train technology is the costliest; it has not been used anywhere else. As for cost the Japanese are in it for profits and are not doing a social service. As for technology they will never transfer the most sophisticated proprietary technology to any other country ; you’re kidding yourself if you believe it .
