Make it totally legal, no scheduling, like with tobacco and alcohol, and even less, and let people possess and grow as much as they want, and most of all, make it so dirt cheap, and abundant that it would basically given away. You take all the money value out of it, and then it would be futile to be using it to fund criminal enterprises. Take the money out of anything, and all the criminal interests would go out with it.
