The investigation involved 19 staff members Israel had accused of being involved in the attack. It found no evidence or insufficient evidence against the other 10.

Then they reduced it from hundreds down to 14, which then they reduced to 11 and then 9. But even those 9 still have no corroborated evidence. And when pressed on it, they stated they obtained the “intelligence” through torture which we all know is an unreliable way to obtain factual testimony and would explain why the numbers kept changing.
