China is their biggest trading partner and they are not all manufacturing economies, their per capita income is not all growing like it was 15-20 years ago. Inflation and lower wage growth along with dependancy economics as a high importer is literally forcing them to sign RCEP. The pandemic has even confirmed their worst fears that without RCEP they will all collectively sink economically. Supply chain is not binary between them and China. India has no such limitations with Chinese economy though there are areas India imports chinese goods for internal manufacturing commodities and its a 100+ billion trade between India and china. CCP knows this so does the Indians. But Indians will look to wean away much as possible from these cheap kool-aid supplies sooner than later. That said signing RCEP would have been a suicide for India. It was a well thought through decision that probably saved the Make in India policy itself they have got going on now over there.

India signed FTA with Australia in late 2022. Blows your entire “China is the scapegoat” theory into bits. No wonder with an overconfident thought process like this, you guys have bogged yourselves down in the biggest housing crisis since 2008.
Actually Australia does export some foodstuff to India – like pulses, lamb, etc and being a member of RCEP offers no special benefit to India-Australia trade. Also Australia cant compete in the Indian market on staples like Rice, wheat spices, tea, coffee etc but they are a major exporter of minerals, coal and importer of services from India. Joining RCEP wont increase those trade numbers but rather divert that trade to other jurisdictions and possibly contaminate the supply chain. Also, India has price guarantees – not price controls on food grains. Price guarantees are for the producers not the consumer. The market prices for food are driven by market dynamics so shortages and surpluses affect the consumer but not the producer as much who is assured a guaranteed price for production.
Second, RCEP is not something that interests India because the markets in the RCEP deal do not recognise services in the trade deal – only goods. So mobility of services, service providers and knowledge products is non existent. Finally, another fatal flaw of RCEP is the unequal governance in different jurisdictions when it comes to IPR, labor rights and legal liability. These add huge insurance premiums to MNCs operating in India to trade with Asean or other jurisdictions like China.
Lastly, India has had FTAs with Asean, S.Korea, Japan etc – most of them have been fruitless and disappointing for India because they did not give greater access to Indian goods or services in these economies due to non-trade barriers like Visa restrictions, non-standard regulations and indirect subsidies.
India is a market economy in the truest sense of the word unlike China where the Govt not only controls production, finance, labor unions and land but also directly owns business monopolies preventing outside competitors. This is why ALL top European, American, Korean, Japanese MNCs operate in India both through their registered offices but also indirectly through their suppliers and value chains running through Indian companies.
Australian or Japanese or Korean companies therefore make More money operating in India than Asean or even China for some companies like Hyundai, KIA etc – RCEP wont benefit Indian manufacturers or consumers.
Finally, coming to the strategic side – India wants to balance trade with China and reduce nonessential trade and especially dumping of Chinese goods in India while not allowing Indian goods access to Chinese markets. Indian goods are deliberately banned in China through non-tarrif barriers and Chinese traders do not honor contracts and Chinese courts have no dispute resolution mechanism that is fair or transparent. This coupled with the startegic implication of decoupling with China makes RCEP unviable and unacceptable to India. India doesnt want more trade with China.

RCEP recognises the importance of being inclusive and cope with challenges arising from globalisation and trade liberalisation and are important to every country’s endogenous development of their respective economy.
RCEP is committed to regional economic policies that mutually benefit both ASEAN and its FTA partners.
