The Red Cross says more than 6,000 people have fled into western Uganda. Fighting between the M23 rebel group and the army in the eastern Democratic Republic of Congo has sent thousand on the run. Nine years ago, M23 took control of swaths of territory along the DRC border with Rwanda, but was defeated in 2014 with the help of a peacekeeping mission.
