US Secretary of State Antony Blinken held “candid, substantive, and constructive” talks with Chinese Foreign Minister Qin Gang in Beijing, the State Department said. Sunday’s talks marked the start of the highest-level trip by a US official to China in nearly five years as the rival superpowers aim to stabilise strained relations. “The Secretary emphasized the importance of diplomacy and maintaining open channels of communication across the full range of issues to reduce the risk of misperception and miscalculation,” State Department spokesperson Matthew Miller said. At least nine people have been killed in the latest clashes between members of rival ethnic groups in India’s northeastern state of Manipur, police said, as security forces pressed on with a hunt for illegal weapons. Violence between members of the Kuki ethnic group, who mostly live in the hills, and Meiteis, the dominant community in the lowlands, erupted on May 3, sparked by resentment over economic benefits and quotas in government jobs and education reserved for hill people. People in Uzbekistan are voting on a constitutional referendum that could allow President Shavkat Mirziyoyev to extend his rule by 14 years. If Sunday’s referendum passes, presidential terms would be lengthened from five to seven years. Russian President Vladimir Putin announced on Tuesday that Russia would suspend participation in the New START Treaty, the last central pillar of post-Cold War nuclear arms control between Moscow and Washington, which limits their strategic nuclear arsenals. United States Secretary of State Antony Blinken has called for “calm” and “de-escalation” between Israelis and Palestinians while reiterating Washington’s “ironclad” commitment to Israel. In a joint news conference with Israeli Prime Minister Benjamin Netanyahu in Jerusalem on Monday, Blinken reaffirmed that the administration of US President Joe Biden will push forward with normalisation efforts between Israel and Arab states, to “integrate” the country into the region.
