Hong Kong isn’t an international city. Hong Kong businesses have extremely hostile working hours with barely any benefits such as health insurance. The stingy government has a min wage of $40 HKD per hour. Businesses are collapsing due to the excessive amounts high rents demanded by the property developers. Hong Kong has social benefits (free money) and social services for the poor,
these homeless people refused to live in government shelters for different reasons, such as, refuse to following shelter rules, insociable, shelter location unsuitable, etc.
there are even millionaries chose to live on the streets rather than pay expensive rent for housing. all are their personal choices

As somebody who has been homeless for 6 months back in 2019 I can only pray for these people in knowing how hard it is to be homeless and the challenges that community faces. Not knowing where you’re going to sleep or get your next meal, rampant drug use and mental health problems, worried that your things are going to get stolen by your fellow homeless the second you’re not paying attention.
