Thats not a dormitory. Its a drone manufacturing plant. Thats been confirmed in many many videos, including by geolocation. The drone appears to have missed the manufacturing area of the plant but it still hit the plant, which is a legal and legitimate target.
The russian in the video is just spouting the same old BS.
There were no reported deaths from this strike – and if there had been the russians would have made a big deal of them. But the people in the video – probably factory workers – have been responsible for building weapons that have killed many thousands of innocent ukrainian civilians.
