For those who’ve managed to survive — the so-called safe areas can be extremely dangerous. Israel says what it calls ‘safe zones’ will be spared the bombing and fighting that’s devastated much of the rest of the territory. Secretary-General Antonio Guterres has invoked what is widely considered to be the most powerful diplomatic tool at his disposal. In a letter to the UN Security Council, Guterres invoked Article 99 of the UN Charter, which states that “the Secretary-General may bring to the attention of the Security Council any matter which in his opinion may threaten the maintenance of international peace and security”. Russian President Vladimir Putin has begun his rare trip to the United Arab Emirates and Saudi Arabia where he is expected to discuss the war in Gaza, among others.
