China and Russia have begun a series of joint military drills in northeastern China that the two countries have described as a counterterrorism exercise. The five-day drills in the Ningxia Hui Autonomous Region are taking place just weeks before the US is due to complete its military pullout from Afghanistan, which borders China. China is concerned that Afghanistan could again be a staging ground for al-Qaeda. Beijing and Moscow have drawn closer as their ties with the United States have deteriorated. Zambia has deployed soldiers to contain political violence which has broken out ahead of Thursday’s general elections. Several people have been killed in recent weeks. There are 16 presidential candidates – but the main contenders are the incumbent – President Edgar Lungu and opposition leader Hakainde Hichilema – a businessman who has already made several unsuccessful presidential runs. Five years ago Lungu narrowly defeated Hichilema. The opposition alleged vote rigging and there was unrest. Many here worry that history will repeat itself. The Taliban has captured three more provincial capitals, as they take their fight to the cities after seizing much of the countryside in recent months. The group has seized five provincial capitals in Afghanistan since Friday in a lightning offensive that appears to have overwhelmed government forces. Kunduz, Sar-e-Pol and Taloqan in the north fell within hours of each other on Sunday, the Taliban and officials in the cities confirmed.
