Water levels have risen by 10 metres in the area. The dam is on the Dnipro river in the Moscow-held region of Kherson. Ukraine’s President Volodymyr Zelenskyy is holding an emergency cabinet meeting. People are being evacuated from surrounding villages. Ukraine’s military blames Russia for the damage. But Moscow-appointed officials say the dam was hit by Ukrainian shelling.
