Ukraine has imposed a state of emergency and told its citizens in Russia to leave immediately, as Moscow began evacuating its Kyiv embassy in the latest ominous signs of an all-out Russian military onslaught. Shelling intensified on Wednesday at the line of contact in eastern Ukraine, where Russian President Vladimir Putin recognised the independence of two Moscow-backed rebel regions this week and where he has ordered the deployment of Russian troops as “peacekeepers”. The regions in eastern Ukraine recognised by Russia as independent extend far beyond areas under rebel control. This is creating more uncertainty for those living near the frontline of the country’s long-running separatist conflict. With the Minsk agreement now in tatters – Ukraine has declared Avdiivka and other towns and villages along the frontline, restricted areas. Several members of the United Nations Security Council have on Monday condemned Russia’s moves to escalate its crisis with Ukraine. The UNSC held an emergency meeting after Russian President Vladimir Putin recognised two breakaway regions in eastern Ukraine and deployed Russian troops to them, for what he described as a peacekeeping operation, in defiance of international law. Ukrainian government soldiers in front-line trenches in Ukraine’s east said on Monday that heavy shelling from Russian-backed separatists had intensified to provoke all-out conflict amid fears of Russia seeking a pretext for a full-scale invasion of Ukraine. Ukrainian troops have battled Russian-backed separatists in the Donetsk and Luhansk breakaway regions bordering Russia since 2014. A ceasefire deal in 2015 halted the worst fighting, but shelling has intensified along the “line of contact” since last week as Russia masses forces along Ukraine’s borders. Russian President Vlamidir Putin has signed the presidential decree recognising the independence of separatist regions in eastern Ukraine – a move that will severely ratchet up tensions with the West amid fears of a Russian invasion. Some troops in Russia’s military districts adjacent to Ukraine are returning to their bases after completing drills, Russia’s defence ministry was quoted as saying, a move that could de-escalate frictions between Moscow and the West. Russia’s Interfax news agency cited the ministry as saying that while large-scale drills across the country continued, some units of the Southern and Western military districts have completed their exercises and started returning to base. Waving flags and singing the national anthem, thousands of Ukrainians braved the winter cold to march across the capital Kyiv to show unity in the face of a feared Russian invasion. “Panic is useless. We must unite and fight for independence,” said student Maria Shcherbenko on Saturday, expressing a sentiment similar to that voiced by Ukranian President Volodymyr Zelenskyy earlier in the day. More US troops have arrived in Poland to reinforce NATO’s allies in eastern Europe amid the Russian military build-up on Ukraine’s border. There are growing fears of a Russian invasion, although Moscow denies it has any such plans. From a country that suffered one of the worst famine in history, Ukraine has become one of the major grain exporters in the world. Last year, it produced about 100 million tonnes of grain, and exported 75 percent of it. With tensions between Ukraine and Russia, there are fears that the cost of these exports may rise, or that they may not make it out of Ukraine at all. Any disruption would have a major impact on the global distribution and supply, already battered by the COVID pandemic. In the self-declared Donetsk People’s Republic, a breakaway region of eastern Ukraine, little has changed since the fighting broke out in 2014. Most of the people who used to live there are too scared to return because of sporadic shelling and because fears are growing about potential renewed conflict. But the young generation, many of whom were children when the conflict started, seem determined to live their lives as normally as they can.
