Human Rights Watch has released video it says shows fighters from a Congolese armed group beating civilians and getting support from the military. Shimiray Guidon is the leader of the group, the NDC-R which is accused of human rights abuses. Prosecutors in the Democratic Republic of the Congo have issued a warrant for Guidon’s arrest but he remains at large. Protesters in Nigeria are demanding a police unit accused of abuses be disbanded, saying the Special Anti-Robbery Squad are guilty of torture and killings. Anger against the group has spread across the country, sparking several days of demonstrations. Mozambique has turned to the European Union for help to stop attacks by ISIL-linked groups in its northern region. The president wants the EU to train its forces to battle armed groups which emerged three years ago in Cabo Delgado. Since then, the fighters have stepped up the violence, seizing important towns and targeting the military. The conflict has raised fears for stability and security in the surrounding region. The World Food Programme says more than 300,000 people have fled the violence. Thousands of people in Kenya have been forced to abandon their homes after a drastic rise in the levels of the lakes along the Rift Valley. Homes, schools, hospitals and roads are under water. Environmentalists say decades of deforestation and this year’s unusually heavy rains have contributed to the disaster. Talks between West African mediators and Mali’s military coup leaders have ended with an agreement to release the overthrown president. But no deal on a transitional government. The mediation team from the regional bloc Economic Community of West African States (ECOWAS) would report to heads of state on progress made before a summit on Mali later this week, Colonel Ismael Wague said on Monday, but the military spokesman added that the final decision on the makeup of an interim transitional administration would be decided “by Malians”. Malian opposition leader Mahmoud Dicko said he would step back from politics, after meeting soldiers who deposed the president in a coup. The new military rulers have ordered civil servants to return to work, and promised to oversee democratic elections, within a “reasonable timeframe”.
