Russian President Vladimir Putin accused Ukraine of a “barbaric act” in his first public comments on the destruction of the Nova Kakhovka dam, which has caused widespread flooding. Russia has ordered its forces to withdraw from the Ukrainian city of Kherson, the only regional capital seized by President Vladimir Putin’s troops since the war began.
