A drop in water levels at a lake that supplies most of Zambia and Zimbabwe’s hydroelectric power plants has forced both countries to ration electricity. Zimbabwe shares Lake Kariba with Zambia and can sometimes be without power for up to 18 hours a day.

It is simply not true that Kariba is at fault. Kariba functions as a back-up. Not the main source of Power. Wange is. Years of bad mismqnagement are responsible and NOT low water levels. Govt at the moment does not have the money to pay Zambia, Mozambique and DRC the outstanding bills for past supply. Eskom in SA can’t help as in dire situation themselves for the same reasons. The headline of your article is therefore nonsense! Likely very badly researched article too then but Im lazy to watch as the headline holds no promise of actual news. Its the usual.
